https://www.jisc.ac.uk/rd/projects/national-bibliographic-knowledgebase. One of the things they talked about was the way this will operate in terms of automated matching to create a ‘consolidated’ record, so for instance 10 libraries all have copies of
an incunable, and the records range from retroconverted card catalogue record to ISTC download to old DCRB minimum standard to recent DCRM full standard – the matching will identify that these are all for the same item and select one of them as the ‘best’
from which all the others depend.

will depend. We discussed whether there is a need to differentiate between what the ‘best’ record for a modern general collection item would be versus the ‘best’ record for a rare book – for instance the matching process can identify whether a record includes
subject headings and go for that above one that doesn’t have them, but is this more essential than standard citations like ESTC or ISTC numbers and detailed pagination for rare books? There was also hot debate among the modern cataloguers at the workshop as
to whether the ‘best’ record is always in RDA and if this wins out, I think there is definitely a need for a separate rare books ‘best’.
