<p>For our Colonial Mexican collection, I code the fixed field of records for laws, proclamations, decrees, etc. coming from the King of Spain, the Viceroy, the Real Audiencia (royal court), the Cortes, and similar corporate entities as government documents.
Most of these were issued as single sheets. However, if a book (for example, a medical treatise by an individual author) indicates that it was published with with royal approbation, I don't code it as a government publication; I assume that it simply met with
official approval. (Others might disagree with my assumption, though.)</p>

<p>One continual challenge I have when cataloging this type of material is determining the role of the viceroy. In many cases he was simply the messenger; the law in question came from the King. in which case I code it "f".</p>
<p><br>
</p>
<p>However, the viceroy, and the viceregal government, sometimes enacted ordinances of a more local character that applied only to that viceroyalty, not to the entire Spanish empire. In this case, I would code the fixed field "s".

<div><font face="arial, sans-serif">I am wondering what the consensus is on labeling bibliographic records as a government publication when they are published: "Avec Approbation & Privilege du Roi," and when they are created by royal academies, or by request
of the royal leadership or government? It would seem that nearly everything would be deemed a government publication during certain epochs, sort of like all art being church-sponsored during the Middle Ages. </font></div>
