<p class="MsoNormal">I am no longer a member of the DCRMR editorial group, but had served as chief editor when this instruction was drafted. Looking back, this appears to have been an attempt to rewrite DCRM(B) 5C5, Publications consisting entirely or chiefly
of illustrations. At the time we drafted this, the RDA definition for “illustrative content” was “A presence of image content that accompanies the primary content of an expression.” With that definition, the DCRM(B) instructions for “all illustrations” no
longer fit, but the group felt that retaining instructions for “chiefly illustrations” was important. This rewrite was an attempt to RDA-ify the instruction and provide guidance for situations where a work is entirely illustrated, if we can’t then record “all
illustrations” as illustrative content. Chiefly, we want to avoid having 300 fields such as “1 map : map ; 50 x 35 cm.”

<p class="MsoNormal">Now that we’re getting real-world use of DCRMR, this is useful feedback, suggesting that the instruction needs further clarification. I think Erin’s suggestion to read this extremely literally makes sense, especially while graphics instructions
