<p class="MsoNormal"><span style="font-size:12.0pt">The text is in the English language, same as Deseret, so I think the Deseret romanization table (<a href="https://www.loc.gov/catdir/cpso/romanization/deseret.pdf">https://www.loc.gov/catdir/cpso/romanization/deseret.pdf</a>)
provides a good model for how to represent the sounds. For example, you <i>would</i> need to differentiate between the “voiced dental fricative phoneme” in “THE” and the “voiceless dental fricative phoneme” in “BATH” (descriptions quoted from the Wikipedia
article on the <a href="https://en.wikipedia.org/wiki/Pronunciation_of_English_%E2%9F%A8th%E2%9F%A9">
Pronunciation of English ⟨th⟩</a>) because the Deseret table uses “dh” and “th” respectively. The shape difference isn’t the same as a pre-modern “s” being a short-s at the end of a word and a long-s elsewhere in a word.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:12.0pt"><o:p> </o:p></span></p>
<p class="MsoNormal"><span style="font-size:12.0pt">DCRMR 0.4.14.1 says “replace symbols or other matter that cannot be reproduced using available typographical facilities with a cataloger’s description in square brackets” unless it’s a rebus, in which case
DCRMR 0.4.17.1 says “replace pictures … with the intended words in square brackets.” Extrapolating from the rebus instruction, I think you can logically supply the intended
<i>sound</i> in square brackets. The appropriate way to represent the sound in a catalog record can be gleaned from the Deseret romanization table.<o:p></o:p></span></p>

<p class="MsoNormal">There are several OCLC records available, some that substitute unavailable characters for approximate characters, some that supply the intended sound in square brackets, and some that do neither (OCLC 234125621, 977838576, and 15068741,
respectively, for examples). There is a romanization table for Deseret, which was also based on the Pitman system, but not sure whether the same principles apply, and many of the characters are different. Should long and short vowels be distinguished and how?
