[DCRM-L] LC application of DCRM(B)

The following is available from the LC web site. It's a list of the
options and alternate rules mentioned in DCRM(B), with instructions on
how LC should respond. Lots of "Cataloger's judgment." According to
Elizabeth Robinson, these will be included as pop-up notes in the next
edition of Cataloger's Desktop.
