Good point. Nor would I. 

The OCLC discussion paper seemed to be proposing to automatically change individual elements within the description to be RDA-compliant without changing others.

I for one would not want records encoded "bdrb" or "dcrmb" exempt from massaging that would change access points into newly authorized RDA forms after Mar. 31, 2013.
