MarcEdit is used heavily here. I haven't used it myself but I could easily connect you to our person who extracts, uploads and does all manner of MARC things with it - freely available as well.

Does anyone have knowledge of or advice about freely accessible MARC cataloging software? I know about MARCMaker, which has been around for a long time. However, it is not available for Windows 7, and there’s no reason to think it will be updated.
I’m coordinating a project in which catalogers will create original DCRM(B) records for the ESTC database, based on full digital images of in-scope items not yet in the ESTC. In order to make this feasible, the individual catalogers need to be working in a program that allows importing of MARC data; this program needs to be freely available, and preferably easy to use.
All suggestions welcome.
