[DCRM-L] To bracket or not in cataloging manuscripts

This issue, in the RDA context, has been the subject of a short thread on the PCC list this week, the essence of which I copy below. The most pertinent guidelines in RDA come at 2.2.4 (http://access.rdatoolkit.org/2.2.4.html) and 2.20.2 (http://access.rdatoolkit.org/2.20.2.html).

Hello everyone,

This is my first message to the PCCList, so here goes:

I've noticed that collection-level records in OCLC which are cataloged in RDA have cataloger-supplied titles that are bracketed (e.g., OCLC #696427383-a PCC record). I'm wondering if I am misreading what RDA/LC-PCC PS's have to say concerning this topic:

RDA 2.2.4 instructs one to use a note, coding, or square brackets (etc.) to indicate that information is supplied from a source outside the resource. Exceptionally, for resources that don't normally carry identifying information (e.g., photos, collections, naturally-occurring objects), one does not indicate that the information came from outside the resource. The corresponding LC-PCC PS prescribes the use of square brackets, but the PS applies the exception for resources that do not normally carry identifying information. I interpret this to mean that you would not bracket the devised title in a collection-level record since the resource it describes falls into the exceptional category.

In addition, LC-PCC PS 2.20.2 states that a note identifying the source from which a title is taken is core, where applicable. RDA 2.20.2.3 also instructs that one provide a note if the title is not from a title page or title screen. One of the examples given is: "Title devised by cataloguer."

So my interpretation of all of this is that one would not bracket the devised title in a collection-level record, but that the standard note, "Title devised by cataloger", would be provided instead.

It could be that the records I'm seeing represent a holdover from AACR2 practice; or, my interpretations may just simply be off base, in which case I welcome any corrections.
