Ditto. A very blunt rule of thumb off the top of my head is that if it doesn't have government main entry, it's probably not a government publication. As Jessie says, privileges and imprimaturs mean something else.

Avec approbation & privilege du roi would indicate that the printer/publisher had the right to print/publish a particular book and that said book had cleared the censors, not that the book in question was published by or for the government. If memory serves the Oxford Companion to the Book has entries on privileges and censorship.
Not all art in the Middle Ages was church sponsored (some of it was even produced by and for non-Christians).
