Thanks for taking the time to flesh that all out. I think you make a convincing case it could be useful. I suppose we could have a rule that any provisional 245 would have to be completely replaced whenever a cataloger competent to transcribe the material in the 881 was available. That way there is a provision for a provisional title for easy access, before the record is really finished.

I think Ted has it right, viewing the 881 as a way station to a better record. The primary use case for manifestation statement is machine generated transcription for currently published material, including e-resources, and in these cases I think it is unlikely that any subfields would be used, as the whole point is a quick and dirty description. When recorded in an 881, a manifestation statement would support the user task of identify, primarily for catalogers (is this description for the resource that I have in hand), although if indexed for keyword search, it could also support the user task of find. I don’t think that the 881 would be used as an excuse for cost cutting for the sake of cost cutting, rather that most institutions using it simply do not have the resources to do more.
Personally, I think minimal description is better than no description or incorrect description, and I would rather see no 245 than a 245 with a complete manifestation statement (unless a subfield were created to contain it), or data in the wrong fields because the cataloger couldn’t tell the difference between the edition statement of responsibility and the title SOR or publication statement in a language or script that they didn’t know.
With regard to supporting direct transcription of early printed resources, manifestation statement and its narrower elements are extremely flexible and may contain any part of the whole, with the beta Toolkit definitions generally using the boilerplate language, “A statement includes any or all of” or equivalent, and all of the subfields repeatable except $i Source of information (the field is repeatable, so manifestation statement from different sources can be recorded in separate fields), so an 881 doesn’t need to transpose anything.
I’ve mocked up the 881 for STC 6619.5, title page viewed via EEBO, for 3 different outputs in order to illustrate the necessity of recording transcription guidelines used. I welcome feedback on my accuracy if you have time and access to EEBO—this was super tedious to manually, which is one of the reasons why I don’t anticipate it become a standard practice any time soon.

I am also not fully convinced the field is needed. I wouldn’t want the availability of the field to be used as an excuse for shortening or omitting essential information from the title, statement of responsibility or the imprint when recording this information for rare materials in individual MARC fields or even worse to only have the 881 field but no 245, 250 or 264 field just because it is quicker and cheaper (as it can just be entered by “light pen”). (Question 6.8 at the end of the discussion paper suggests that the option of not having a 245 when using the 881 field is open to discussion).
Having the field as it is proposed doesn’t necessarily solve the issue of transposition, either, unless one uses solely the high-level manifestation statement as a whole. Quite often the edition statement is printed between the title and the statement of responsibility (like in the example 1 given in the proposal for the high-level manifestation statement) but because the proposal only offers a combined “manifestation title and responsibility statement” the information still couldn’t be transcribed in its original place if one wanted to use the more specific manifestation statements (sub-fields $b-$h; $j-$o; $z) (see example 2 in the proposal).

While I understand your skepticism about meaningful implementation of such a field, we might as well make the new field as well-designed as possible. Responding to your points:
1. As this is a transcription field, I think it would be much more useful (to catalogers) to place it in the vicinity of other transcriptions. Why couldn’t we use 280 or 281 (the “etc.” in “Edition, Imprint, Etc.”)?
As I understand it, the rationale is that only the 3xx, 5xx, and 841-88x blocks were considered, as the other blocks are defined for specific descriptive areas, and an ms can have data corresponding to multiple areas. No additional rationale is given for the choice of 841-88x over the other two blocks.
1. I agree that the order of subfields should not be prescribed. The examples (2 and 3) show the subfields in alphabetical order, but does the proposal say that they have to be recorded that way? I didn’t see such a prescription, though I skimmed it quickly.
Apparently you weren’t the only one skimming (or at least not reading as closely as one should). The options for subfield order have to do with what order the ms sub-types go in (i.e., should $j be ms manufacture statement or ms copyright statement), and don’t seem to be related to a prescribed order or recordings (despite the examples usage). I apologize for any confusion. I’m not sure that I care one way or another about these subfield orders, as long as I can use them in the order appropriate for ms being transcribed.
1. + a bunch to your request for subfield 2, for recording transcription scheme.
It might be nice to offer alternative examples for a complex manifestation statement, following DCRM(B) transcription guidelines, and using a $2dcrmb alongside an example providing a more formal descriptive bibliography transcription that included marks for line breaks, etc. I think we could suggest a subfield 2 definition that allowed for description convention or transcription scheme to be used
I started to play around with this, and while I might enjoy spending the whole day playing with the transcription of mss for early printed resources (interesting thought exercise, more complicated than it might seem at first), I have deadlines and other tasks that need to get done.
If any of you were interested in giving it a whirl, please let me know or just post examples (particularly fun times could be had doing state variation, and while I can’t think of any good examples off the top of my head, I suspect that more than one person on this list could).

I offer the following initial responses to spark discussion, to be wrapped up by January 13th.
1. It is not clear to me that a MARC field is needed or desirable for recording a manifestation statement. I am not persuaded that any new fields would be meaningfully implemented in either front or back end library systems, so a 500 note might be a more realistic approach.
2. Any prescribed subfield order will render the subfield breakout less useful for chunking out a continuous manifestation statement (the whole point is basically that resources don’t have a uniform layout and don’t play well with ISBD order for descriptive elements).
3. If implemented, please define a subfield 2 for this field. Given that beta RDA Toolkit allows for the use of any transcription guidelines or scheme, the use case of “exact transcription of statements for early printed resources,” especially the identification of different states distinguished by capitalization or placement of text, cannot be achieved without some way to record the transcription guidelines/scheme.
Barring any discussion from the list, I do not plan to respond to the other discussion papers/proposals.
