[DCRM-L] transcription rules for hyphenated compounds (e.g. Church-yard)

Hello all,
Apparently my original message seems to have been blocked by many people's
spam filters, so I'm going to give this another try.
I'm looking for some guidance on the transcription of hyphenated compound
words in imprints, St. Paul's Church-yard being a very common example in
English books. The section on capitalization in the new RDA Toolkit
provides the following guidance:

CONDITION
A term is a hyphenated compound.

CONDITION OPTION
Capitalize the first part.

CONDITION OPTION
Capitalize the second, etc., part if it is a noun or a proper adjective or
if it has the same force as the first part.

CONDITION OPTION
Do not capitalize the second part if it modifies the first part or if the
two parts constitute a single word.

Now the first condition feels like it is missing something. Do we just
capitalize the first part whenever we want? (I think it is implied that we
do so when the rules for the language require it e.g. proper nouns. As
written, it does not seem helpful).
The second condition is clearer, but I do not understand what is meant by
"force."
The third condition seems to apply to "Church-yard" since the two parts
constitute a single word, or at least, they have to come constitute a
single word in modern spelling.
So, to take an imprint with a profusion of hyphenated compounds, I suppose
I would as follows:

*Printed for J.B. and sold by AARON WARD, at the King's Arms, in
Little-Britain; T. WOTTON, at the Three Daggers and Queen's-head, against
St. Dustan's Church, Fleet-street; D. BROWNE, at the Black Swan, without
Temple-Bar; R. WILLIAMSON, at Grey's-Inn Gate, Holborn; T. ASTLEY, at the
Rose, in St. Paul's Church-yard; and J. STAGG in Westminster-Hall*

So, Queen's-Head and Fleet-Street, but St. Paul's Church-yard. Am I doing
this right?
