DCRM(S) general comment on revision process

Excellent point, Deborah.  At least some of us have to make these comments
in our spare time, and it is quite frustrating to compose a message only
to have it overtaken by a changed text.  I also think that the procedure
with AMREMM worked quite well for discussion purposes.
