I agree with Bob's comments on these, but I would like to add that I find
3B3 a little too concise.  Some discussion of the basis for making a
judgment on whether to piece to gether or omit part of the numbering
(maybe in a note?) would be helpful.  In what ways should the numbering on
later issues be taken into account?  May an example would help.
