Because it's essential to the character of the item. I guess in my 
mind, it's equivalent to "microfilm" or "photocopy" in a 533, 
although of course the designation of the institution and year is a 
bit more detailed.

And we often have (in university archives) multiple manuscript drafts 
of things like research papers, and it's helpful to have in the 
bibliographic record that a particular record represents the final, 
version submitted to the institution.

Maybe I'm having problems with the "core" concept, since I have never 
used it except for PCC records for new fiction.
