If they really do wrap, there's only one per book, wrapped around it. Nevertheless, as far as I can tell "wrappers" is the traditional term; but I've never liked it, and it feels awkward once I start talking about individual elements of the thing (not things, if I'm just talking about one of them).
Is it analogous to trousers or pants? Plural because it has front and back limbs and a sort of connector thingy?
But it ain't a ditch I want to die in...

1) So that the cataloger doesn't have to think about it
2) It does affect access: wrapper ¹ wrappers in keyword searches

Why and how does it matter? What does the choice do to make things more or
less accessible?
I would probably assign wrappers but I would search for wrapper.
Wrappers seems to be more commonly used while wrapper will, in many
systems, return both wrapper and wrappers.
