I had some trouble posting to this list yesterday, and others have
replied to Deborah's question. However, there are some points here that
have not already been made.
AACR's "uniform title" is now the "preferred title of the work"; the
preferred title of the work is part of the authorized access point for
either a work or an expression. The preferred title of the work is a
core element in RDA. This should mean that uniform titles will be widely
(even universally) included in the authorized access point for the work.
But there is room for flexible application. What is not clear is
whether the preferred title will need to be recorded separately from the
title proper when they are the same (this should sound familiar!).
There is also some uncertainty about the authorized access point for the
expression; our current uniform titles for expressions often fail to
identify a specific expression (e.g., by identifying only the language
of a translation, not the particular translation) and we do not normally
identify the expression of the work in its original language. This may
change -- or it may stay the same.
Bob might be able to say whether the LC Policy Statements for the test
address any of these issues. I confess that I haven't explored them yet.
