I hope this is a case where DCRM can differ from AACR2 for material specific reasons, and "prefer" rather than "prescribe" a language, to accommodate specialist needs and non-standard material.
The current draft of DCRM(G) does not prescribe a language for supplied statements of state, but most examples are in English. Because most statements of state will come from a catalogue raisonné, we're considering preferring the language of the catalogue raisonné (if that's the source of the statement) but see language of the cataloging agency as the alternative, not language of the title proper.
Note that AACR2 doesn't say "language of the item" as was mentioned earlier, but "language and script of the title proper" -- for graphic materials, where the item often has no linguistic content, this will end up being the language of the cataloging agency, since the title proper will be devised.
