I can only re-iterate the points made by Manon, Laurence and others. 

Some of us are already dealing with the constraints of working for
departments or organisations whose motto is "History is an unaffordable
luxury" (to quote the thankfully-now-ex-Minister of the Ministry in which I
am a remarkably small cog). 

A one-off sum for a printed item, we can afford: a recurrent subscription to
a site with which our own IT provider refuses to become fully compatible -
despite protests - we cannot.

I can cope with being unaffordable, but I had rather not be inaccurate as
well...

Just saying.
