[DCRM-L] Formulating 752s

Greetings, fellow catalogers.  In recent discussions, we have been exploring how 752s are formulated "officially".  I was always taught to follow the format of the 781 in the authority record for the city (etc.), but I cannot seem to find this stated anywhere explicitly.  As I believe that we need to be ready for the day when the 752 will be validated and linked, I'd really like to insure that I've got the right idea.  Does anyone know where this format for the 752 is explained?  MARC standards, and OCLC documentation are not helpful in this regard.  Folgerpedia agrees with this, but doesn't provide any citation to official sources.  Any thoughts/suggestions for the bewildered among us?
