In searching RDA for the meaning of "core," I don't find it pinned down. Glossary=An indication that an RDA element, element sub-type, or sub-element is required to support specified user tasks according to the FRBR assessment of the value of each attribute and relationship. What's missing is an explication of what it means for an element to be required. Must it contain substantive value, or is it simply enough to include the element but indicate that the information is not available? We've been assuming the latter I think, but does RDA spell it out anywhere?

For example, DCRM requires place of publication and date of publication, but while "[S.l.]" is allowed for the place, "[s.d.]" is NOT allowed for the date; some kind of conjecture must be made, however vague. I'd like to maintain the distinction. Would that be managed through a conformance statement?

How about when only the first instance of a transcribed element is core? Can the core instructions require the mark of omission?

How about elements like the ISSN, which will not be present on early printed materials. If we designate it as core, does that mean we have to always include the element and indicate that there is no ISSN?

I think we need to have an explicit understanding of what it means for an element to be designated core before we can settle on a core list. My queries here include 3 possible levels of core: 1) must contain a substantive value; 2) must indicate that the information is not available; 3) must include if present, but may omit element if not.

The first question for RBMS PS review is which RDA elements should be identified as core for rare materials? The list in RDA proper is relatively short and there are rumblings that in the future there will be no list of core elements in RDA proper and specialist communities will be responsible for establishing their own lists.

Questions for discussion (please respond to the list):

*         Should all transcribed elements be core?

*         Is the proposed RBMS PS list of core elements (see list below) appropriate? Are they are elements that should be added or deleted?

*         Should any item attribute or relationship be core?

The current draft of the RBMS PS proposes the following list of core manifestation elements:

Title

*         Title proper

*         Parallel title proper

*         Other title information

*         Parallel other title information

*         Variant title

*         Earlier title proper (for serials)

*         Later title proper (for serials)
Statement of Responsibility

*         Statement of responsibility relating to title proper (if more than one, only the first recorded is required)

*         Parallel statement of responsibility relating to title proper?
Edition statement

*         Designation of edition

*         Parallel designation of edition[DJL]  May omit after 1st with mark of omission

*         Statement of responsibility relating to edition

*         Parallel statement of responsibility relating to edition[DJL]  only required if parallel edition statements subsequent to first have been transcribed

*         Designation of a named revision of an edition

*         Parallel designation of named revision of edition[DJL]  May omit after 1st with mark of omission

Attached is the RBMS PS for the chapter 0 for additional context and background to the RBMS PS.  The RBMS PS were written to be read in tandem with the RDA proper instruction they correspond to, and consequentially some individual PSs may not make sense without referring to the original RDA instruction.
