[DCRM-L] RBMS PS Review Q1: Core Elements

Thank you, Deborah, for bringing up this important question of the relationship between core and required. While RDA does not explicitly state what it means to be required, there are only a few transcribed elements where RDA specifies what to record if the information is not present: title proper, and the elements of the publication, distribution, and manufacture statements. Therefore, the practice has emerged that core is "must include if present, but may omit element if not" (level 3), unless the element instructions specify otherwise.

For example:
Designation of edition: Core element in RDA.  No instructions on what to do if item lacks an edition statement. Practice to omit element if no edition statement on the piece (level 3).
Title proper: Core element in RDA.  2.3.2.10 specifies to either take the title from another source or devise one (level 1).
Place of publication and Publisher's name: Core elements in RDA.  2.8.2.6.5 and 2.8.4.7 specify to record "Place of publication not identified" or  "publisher not identified," respectively, if the information is unknown (level 2).
Date of publication: Core element in RDA.  2.8.6.6 specifies to supply or approximate the date of publication if not identified on the manifestation. (level 1).

I believe this assumption that unless element instructions specify otherwise, core is "must include if present, but may omit element if not" is the basis of the current core list is the draft RBMS PS.  Perhaps, this should be more explicitly spelled out.  Also, in looking back at how RDA proper and LC-PCC PS handle core elements, both do not include a full list of core elements at 0.6, but identify core elements by making a statement at the element level, along with any specific parameters (e.g., if more than one, only the first recorded is required).  Would that be a helpful approach for us to take? Or both?

In searching RDA for the meaning of "core," I don't find it pinned down. Glossary=An indication that an RDA element, element sub-type, or sub-element is required to support specified user tasks according to the FRBR assessment of the value of each attribute and relationship. What's missing is an explication of what it means for an element to be required. Must it contain substantive value, or is it simply enough to include the element but indicate that the information is not available? We've been assuming the latter I think, but does RDA spell it out anywhere?

For example, DCRM requires place of publication and date of publication, but while "[S.l.]" is allowed for the place, "[s.d.]" is NOT allowed for the date; some kind of conjecture must be made, however vague. I'd like to maintain the distinction. Would that be managed through a conformance statement?

How about when only the first instance of a transcribed element is core? Can the core instructions require the mark of omission?

How about elements like the ISSN, which will not be present on early printed materials. If we designate it as core, does that mean we have to always include the element and indicate that there is no ISSN?

I think we need to have an explicit understanding of what it means for an element to be designated core before we can settle on a core list. My queries here include 3 possible levels of core: 1) must contain a substantive value; 2) must indicate that the information is not available; 3) must include if present, but may omit element if not.

The first question for RBMS PS review is which RDA elements should be identified as core for rare materials? The list in RDA proper is relatively short and there are rumblings that in the future there will be no list of core elements in RDA proper and specialist communities will be responsible for establishing their own lists.

Questions for discussion (please respond to the list):

*         Should all transcribed elements be core?

*         Is the proposed RBMS PS list of core elements (see list below) appropriate? Are they are elements that should be added or deleted?

*         Should any item attribute or relationship be core?

The current draft of the RBMS PS proposes the following list of core manifestation elements:

Attached is the RBMS PS for the chapter 0 for additional context and background to the RBMS PS.  The RBMS PS were written to be read in tandem with the RDA proper instruction they correspond to, and consequentially some individual PSs may not make sense without referring to the original RDA instruction.
