Thank you. I didn't mean to oversimplify, but I am in the midst of cataloging several large volume collections and they seem to all be generated, or at least produced, as a function of the government. Such as Descriptions Des Arts Metiers and Description de L'Egypte. I was just not sure if I should consider these types of records "government publications" or not.

Avec approbation & privilege du roi would indicate that the
printer/publisher had the right to print/publish a particular book and that
said book had cleared the censors, not that the book in question was
published by or for the government. If memory serves the *Oxford Companion
to the Book* has entries on privileges and censorship.

Not all art in the Middle Ages was church sponsored (some of it was even
produced by and for non-Christians).

Ditto. A very blunt rule of thumb off the top of my head is that if it doesn't have government main entry, it's probably not a government publication. As Jessie says, privileges and imprimaturs mean something else.
