[DCRM-L] 752 and NAF forms

Dear colleagues,

I have run into some questions about application of 752 for hierarchical
place names, particularly regarding how to match the individual elements
against authorized forms in the NAF. Are we comparing against each 151 form
corresponding to the individual elements, or would it be more like the 781
which is already in hierarchical order?  Some of these are supplied
automatically during our vendor processing so I'd like to ensure some
consistency but practice in OCLC seems quite mixed. Perhaps it's better to
leave out $2 naf if in doubt?

Example 1: Wittenberg has this form in the NAF:
151__ $a Wittenberg (Saxony-Anhalt, Germany)
781_0 $z Germany $z Wittenberg (Saxony-Anhalt)

In the 752, should this become:
752__ $a Germany $b Saxony-Anhalt $d Wittenberg $2 naf (moving qualifier to
intermediate position in hierarchy)
or
752__ $a Germany $d Wittenberg (Saxony-Anhalt) $2 naf (matching qualifier
as found in 781)
or
752__ $a Germany $b Saxony-Anhalt (Germany) $d Wittenberg (Saxony-Anhalt,
Germany) $2 naf (keeping all qualifiers matching NAF form within each
element)
or something else?

Example 2: Belfast, Northern Ireland has this form in the NAF:

151__ Belfast (Northern Ireland)
781_0 $z Northern Ireland |z Belfast

Since NAF convention omits the parent country for both authorized forms and
as geographic subdivisions when it's US, UK, Canada, or Australia, what
should we supply in $a in this case (if anything)?

752__ $a Great Britain $b Northern Ireland $d Belfast. $2 naf
or
752__ $a United Kingdom $b Northern Ireland $d Belfast. $2 naf
or something else?

Great Britain would be the authorized form in the NAF but this seems
nonsensical in this case since Northern Ireland is not on the island of
Great Britain, as England, Scotland and Wales are, but is currently part of
the United Kingdom of Great Britain and Northern Ireland.
