The plates are unnumbered; the letterpress contains reference to plate numbers. The “yes” argument is not the natural interpretation and does seems in the spirit of 52A. I vote “no” too!

Justifying the “yes, those are numbered” argument, we could I suppose point to 5A2 to “Take information for this area from the publication itself” – i.e., its entirety, even if the plates proper are unnumbered. In the “nope” camp, the plates proper do not present themselves as numbered. If we open the door to transcribing numbering from other than the letterpress/plate itself, could we also (following the same logic) transcribe numbering based on numbers in tables of contents or indexes? That seems undesirable.
