I also want to reassure everyone on this list that many people are considerably angry about this and determined not to let the 4xx spiral off its transcription identity.  Several of us ran into some LC people by chance in Philadelphia, and THEY brought the topic up. Although for DCRM we can conceivably ignore the interpretation Judy Kuhagen has given to the constellation of rules governing series transcription, this is something much larger than ourselves and should be tackled on that level. The waters have been stirred up. "This will not stand" (to quote myself in a moment of impassioned outrage).
