I agree that in many cases an explanatory note isn't needed. The kind of
situation where it may be needed is where only part of the title (perhaps
only one word) is in a nonroman script (like the Buchanan example before it
was changed) and particularly where it is not obvious that the word is
romanized: for example, without a note there would be no way of knowing
whether "philosophia" is romanized from Greek or a straight transcription of
Latin. It is perhaps particularly with Greek loan words in Latin that this
happens, though perhaps somebody can think of examples from modern
languages. It might just be possible to say "make an explanatory note where
considered necessary", but I think there are overall benefits with the rule
as it stands.
