Hi, everyone,
    Just to break in here (speaking as one of the earliest “accessories” to the BIBCO initiative), many of us are from PCC libraries and sometimes forget that PCC “full” and “core” are different from regular “full” and “core”.  The section that Nina mentions in the PCC Participants Manual is giving guidance *only* for PCC contributed records.  These are the records that show “pcc” in the 042 field. Of course, “full” records existed prior to the PCC; on the other hand, “core” records were only defined as a part of the BIBCO initiative and only after that were given the okay to act as a regular “cataloging level” as well (similar to those in AACR2).  So, one can code the FF encoding level as a “4”, but not put “pcc” in the 042.  Those records then are under no compunction to have authorized headings.  So, it’s the “pcc” part--not the level part--that drives the requirement for authorized headings.

This is not to advocate not authorizing headings, but at the same time, BIBCO people realized that there are always going to be instances when making a NACO, SACO or SAR record was going to take more time than it may have been worth.  (Making decisions about how much time to take on bib and authority work is part of what they mean by their mantra, “cataloger’s judgment”).  As I see it, DCRM(B) is taking into account all those options.

Full Standards), and especially paragraph 2.

Based on this, I've always assumed that Full-level records require
authorized headings.

      This in contrast to the Core-level which states that headings must be
      established in the LC/NACO and SACO files.

      [DJL]: Sorry Nina, I’m missing your point.

      [NS]: The point here is that Core-level records and Full-level
      records require
      full authority work. The sentence in this fourth paragraph states,
      "The
      name headings need not be established using authority records,
      although
      full authority work will generally result in greater consistency of
      headings and improved access." This makes it sound as if any
      authority work
      is optional in Full-level records, which is not true. I would suggest
      either changing this sentence to requre authority work or deleting it
      altogether.

[MT]: Creating authority records for headings in full-level records isn't a
requirement, as far as I know. If anyone can point to something that says
otherwise, please do! I think the only time we're *required* to back up
headings with authority records is in PCC core-level records (and even then
you can weasel out of creating a series authority record by transcribing
the series as "untraced" if you want to!).
