[DCRM-L] Limitations of MARC 581

Good catch, Deborah! This change seems straightforward enough that it might
not even require a formal proposal, just an email to the Network
Development and MARC Standards Office asking them to add the subfields to
the 581. If they find this at all problematic, they would ask for a more
formal proposal or discussion paper.
