[DCRM-L] Limitations of MARC 581

Adding subfields usually requires a proposal, but may not require a discussion paper first.

| not even require a formal proposal, just an email to the Network Development
| and MARC Standards Office asking them to add the subfields to the 581. If
| they find this at all problematic, they would ask for a more formal proposal
| or discussion paper.
