[DCRM-L] FW: RBMS BSC editorial group vs. task force

Something to ponder this weekend...

For those of you who have been involved in creating or editing standards, you know how much work (and time) is required to see them to the final stages. The suite of Descriptive Cataloging for Rare Materials (DCRM) is no exception. Because of this, the Bibliographic Standards Committee (BSC) has formed editorial groups led by experts working in pertinent areas. This insures an accurate standard while relieving individual members of BSC from being overwhelmed by multiple simultaneous tasks. However, since the manuals for Books, Serials, and Graphics are now published, Music is in the final stages, and Cartographics is soon to be sent to the Library of Congress for review, the work of the editorial groups and BSC is aligning. As chair, I want to make sure that members of BSC who are not on editorial groups remain engaged. 

As we proceed with revising DCRM to align with RDA (Resource Description and Access), I'd like your input on whether this group, led by Francis Lapka, should be formalized as a task force (their task will be to create an initial version of a document and once it's submitted, the work will be continued by BSC as a whole) or an editorial group (the work will continue by this smaller group for the life of the standard). As a first guess, the task force will likely be constituted for two years, with the possibility of an additional year or two. The editorial group will likely become permanent.

A draft charge for both options is appended below. I would appreciate hearing your thoughts by August 1st.

Option 1:

DCRM Editorial Group
Draft Charge - July 2014

Charge: Under the aegis of the RBMS Bibliographic Standards Committee, create a consolidated Descriptive Cataloging for Rare Materials (DCRM) standard based on RDA (Resource Description and Access), building on the terminology, structure, and examples in RDA. Where appropriate, enlarge the scope of DCRM to include resources not covered in the present suite of DCRM manuals. In order to accomplish this task, the group will: engage the rare materials community throughout the development process through postings on a dedicated wiki, discussion on DCRM-L, and in meetings at Midwinter and Annual conferences; coordinate activity with the DCRM Steering Group; and communicate with format specialist communities, such as MLA, MAGIRT, and CONSER.
 
Note: Until the existing DCRM manuals have been incorporated into a completed, published RDA-compliant standard, the DCRM Steering Group will continue to exist as a mechanism for focused collaboration across the constituent DCRM manuals. The chair of the DCRM Editorial Group will continue to have a seat on the DCRM Steering Group, which will provide official coordination between the two groups.



Option 2:

DCRM Task Force

Where appropriate, enlarge the scope of DCRM to include resources not covered in the present suite of DCRM manuals. In order to accomplish this task, the group will: engage the rare materials community throughout the development process through postings on a dedicated wiki, discussion on DCRM-L, and in meetings at Midwinter and Annual conferences; coordinate activity with the DCRM Steering Group; and communicate with format specialist communities, such as MLA, MAGIRT, and CONSER. 

Note: After an initial completed version of the new DCRM is approved by BSC, this group will be disbanded and further revisions and maintenance will become the purview of BSC.

Until the existing DCRM manuals have been incorporated into a completed, published RDA-compliant standard, the DCRM Steering Group will continue to exist as a mechanism for focused collaboration across the constituent DCRM manuals.
