Dorothy,
WorldCat Discovery only allows you to search and display LHRs and LBD for your own institution – meaning, a user needs to be at a specific library's WorldCat Discovery URL to see that specific library's LHR/LBD.
A document laying out which fields are incorporated in LBD and LHR searching within WorldCat Discovery can be found at:

I have not noticed a response from OCLC addressing Dorothy’s request. I don’t believe the Huntington is the only research library in need of more information to make an informed decision before the end of the year. This is a very complicated issue. Please help!
P.S. Full disclosure – I am not asking for Harvard. We have a local team working on this for our systems (lucky us).

Would it be possible for someone at OCLC to lay out the technological and discoverability (i.e. viewable/searchable in WorldCat to others or just your institution) schematics of LHRs (Local Holdings Records) vs. LBDs (Local Bibliographic Data)? I for one am having difficulty grasping them all and we will soon need to make a decision about what to do with our Institution Records.
I found this useful power point by Sara Shatford Layne laying out OCLC Local Holdings Records for the University of California Libraries

My limited understanding of the LHRs was that they were originally developed in MARC21 to record serial/multi-part holdings information for individual institutions, and rather quickly advanced to holding more robust local information that was suitable for many special collections library needs. Part of the usefulness of them was how well one’s ILS ingested the information contained in them (our ILS, Innovative Systems *didn’t* utilize them very well and when we migrated from RLIN to OCLC, we never adopted them, maintaining serials holdings in our local ILS and local copy specific data in Institution Records on OCLC) LBDs of course, didn’t exist then, so were not an option.

Hi, David and Will – In the Connexion client, retrieve a record with a lot of holdings – for instance Nature (oclc #1586310). Select Tools > Launch Local Holdings Maintenance. This launches the Connexion browser. There’s a drop down labeled ‘View’ (upper right just above record display). Click on the down arrow to open the menu and select Display Local Holdings. Click on ‘Display Local Holdings’ text that displays in a black rectangle with rounded edges centered above the record.
A new window should open with a list of holding libraries for your state. Libraries with LHR display hyperlinked summary holdings info. Selecting a summary statement opens the LHR.
Note that this doesn’t work if you try to display ALL holdings records.
It is a local decision as to what fields go out in the batchload process from a local catalog to OCLC. As you can see, most libraries only send out serial holdings with occasional notes added.

Like Will, I too would like to see one of these LHR's in the Connexion browser. I just did two separate command line searches on (figuring that this would at least get me into the ballpark) ti:opera and ti:omnia and li:hhg or li:mnu. I did get lots of results, from both Minnesota and Houghton, but not one result came with a Local Holdings Record. Here at BC we do not use LHR's; I'm wondering if that forbids us to look at others?

We do not have IRs, and have been using notes in our Holdings for copy-specific information for years.

Thanks, Nina – It is far from an ideal work-around. One has to go into the Connexion browser to see them! They are used primarily for serials and ILL functions. I believe we are inclining to use them instead of LBDs to load local holdings information into OCLC. As you point out, in the end the most effective way to look at local holdings will be to go to individual OPACs – I pity the poor scholar …

Karen
I’ve never been able to figure out how to see other LHR’s. As far as I know (although my colleagues can correct me), UCLA doesn’t use them, which is perhaps the reason.
I know this isn’t addressing your question, but the bottom line is, if others out there are in my boat, LHR’s might not be the answer. I tend to visit library’s OPACs to see local info.

Hi, Everyone – In facing the demise of IRs in OCLC, is anyone out there turning to Local Holdings Records as a way to address the issue of including local holdings information such as provenance and bindings? These records permit all MARC holdings fields and can be viewed by other libraries. Harvard is trying to figure out if this alternative is preferable to LBDs. Catalogers would still have to put AAPs for local headings into the master record with subfield 5s. - Karen
